Building the Framework

Senator Kirsten Gillibrand of New York is the architect of the legislative framework that created AARO — the All-domain Anomaly Resolution Office — as part of the National Defense Authorization Act of 2022. Gillibrand pushed for a permanent, well-funded government body with the mandate to investigate UAP across all domains: air, sea, space, and subsurface.

She has held multiple Senate hearings on UAP, pressing Pentagon and intelligence officials in public sessions with specificity and persistence. Her approach has been methodical rather than sensationalist — focused on institutional accountability and systematic investigation rather than dramatic claims.

A Structural Legacy

Whatever AARO's limitations in practice, Gillibrand's contribution is structural: she created the first permanent, mandated, multi-domain UAP investigation office in U.S. government history. That architecture — however imperfect — represents a baseline from which future, more ambitious transparency efforts can be built.
