Dr. Harold "Hal" Puthoff is a laser physicist who ran the CIA's remote viewing programme (Project Stargate) at Stanford Research Institute in the 1970s and 1980s, before co-founding EarthTech International — a research organisation focused on advanced space propulsion and energy concepts. He was a founding member of To The Stars Academy and contributed scientific analysis to AATIP.
Puthoff has been involved in analysing materials alleged to be from UAP-related incidents, and has given talks — including at the 2018 SSE/IRVA Conference — describing what he characterised as evidence of off-world materials with anomalous physical properties.
